Estøkad is a sovereign-by-design headless CMS, built and operated by Samarkand Industries OÜ, an Estonian company registered in Tallinn. We exist because the incumbents in this category are headquartered outside the EU jurisdiction, and the buyers we serve cannot accept that.

Why Estøkad is needed.
Three forces are converging in EU regulated tech procurement: the Digital Operational Resilience Act (DORA) reaches enforcement; per-country residency is moving from a procurement preference to a contractual requirement; and the existing headless CMS options were built for a different buyer profile in a different jurisdiction.
Contentful is American-owned. Storyblok is Austrian-owned but hosts on AWS Frankfurt with no per-country guarantees. Sanity is San-Francisco-headquartered. Each is a fine product if jurisdiction is not a procurement constraint. For European banks, insurers, and regulators, jurisdiction is the constraint that everything else hangs on. Estøkad is what you build when that constraint comes first.

Per-country residency
Customer content lives in the country chosen at signup. We do not move data between regions to chase uptime targets. The brand promise is contractual.
Public pricing
Every tier listed in EUR on the pricing page. No procurement wall below the Sovereign tier. Existing customers grandfather at their original rate when prices change.
Auditable everything
Append-only audit chain with cryptographic Merkle roots. Customers verify the chain end-to-end with our published JWKS. The DORA evidence pack assembles from this on demand.
Reversible by design
Schemas live in Git. Content exports to portable JSON. Assets export to a standard archive. The exit plan is a feature, not a sales objection.
